Formal power can coexist with practical equality. Formal equality creates power struggles and cliques.
The one model is two boys fighting. One wins, they now know who is stronger, and they are friends after that. The other model is high school. The mean girls are mean because there is nothing else to separate them from the kids they sneer at.
Formal power means power that is stable and secure. It is hierarchy.
